Cipher — Honkai Star Rail Character Guide
Cipher is a Quantum Nihility Amplifier in Honkai: Star Rail, and this HSR build guide covers teams, relics, light cones, and investment priority. Best teams use Acheron, Archer, Hysilens; recommended relics are Warrior Goddess of Sun and Thunder + Messenger Traversing Hackerspace with Lushaka, the Sunken Seas; the top light cone is Lies Dance on the Breeze; the first investment target is E1; Cipher is strongest in Memory of Chaos (MoC T0.5).

Overview
Universal debuffing support who records team damage and releases it as True DMG via Ultimate. Provides a permanent 40% Vulnerability aura and frequent follow-up attacks. Requires manual Ultimate timing — auto play wastes stored damage on overkill.
Universal Nihility support who marks enemies with the Patron state and records a percentage of all team damage dealt to them. Cipher's Ultimate releases the stored tally as True DMG in a single burst, allowing the player to time it for maximum efficiency against high-HP targets or boss phases. Passively increases all enemy DMG received by 40% via A6 trace, and launches Follow-up Attacks against the Patron whenever allies attack it. Extremely SP-efficient — primarily uses Basic ATK to generate SP while the Talent and A6 aura do the heavy lifting.
Key Mechanics
- The 40% Vulnerability aura from A6 is permanent and unconditional while Cipher is alive — no actions, buffs, or conditions required. This is a rare multiplier type that stacks multiplicatively with most team damage buffs.
- Tally recording is capped at the enemy's Max HP per Patron — you cannot infinitely store damage against one target. Higher-HP enemies allow more damage storage. True DMG from the tally ignores DEF, RES, and damage-reducing mechanics like Safeguard.
- Ultimate timing is the primary skill expression. Using Ultimate on cooldown wastes stored damage on overkill. Optimal play holds the tally to transfer wave damage into boss phases or high-HP targets, converting damage that would have been overkill into a concentrated True DMG nuke.
- Follow-up ATK from Talent has above-average Toughness damage (20 break) for a support character, and triggers once per Cipher turn whenever allies attack the Patron. High attack-frequency DPS like Feixiao and Archer maximize these triggers.
- With her signature LC, Cipher can reapply DEF reduction debuffs on every attack (including Follow-ups), making her particularly valuable for Acheron teams where debuff count matters for Slashed Dream stacking. Resolution LC cannot reapply while the debuff is active.
Best Cipher DPS Pairings
Acheron (S+), Archer (A), Hysilens (A), Kafka (A), Phainon (A), Feixiao (A), Welt (A), Blade (A), Jingliu (A), Yunli (A), Moze (A), Arlan (A), Dr. Ratio (A)
Cipher Investment Priority
- E1 — Amplifies the signature tally mechanic by 50% (recorded DMG becomes 150% of original) and meaningfully improves personal Follow-up damage via 80% ATK self-buff. First meaningful stopping point.
- LC S1 — SPD boost enables Sub-DPS stat investment while maintaining 170 SPD threshold. Provides repeatable 24% DEF reduction on every attack — unlike Resolution, can reapply on debuff teams like Acheron without lockout. Also valuable on other characters.
- E2 — Adds 30% DMG Taken debuff on hit to Cipher's existing 40% Vulnerability aura, pushing total to 70%. Best stopping point for spenders — stacks with the passive aura for a 70% total vulnerability window.
Cipher Relics and Stat Targets
Recommended: Warrior Goddess of Sun and Thunder + Messenger Traversing Hackerspace with Lushaka, the Sunken Seas
Stat targets: SPD 170+, Effect Hit Rate 39% (signature) or 67% (Resolution), CRIT Rate 100% in-combat, CRIT DMG 130-160%+
Main stats: Body: CRIT DMG > Effect Hit Rate · Feet: SPD · Sphere: Quantum DMG > ATK% · Rope: Energy Regen > ATK%
Best Cipher Light Cones
- Lies Dance on the Breeze (Best in Slot): Signature LC. SPD% boost (up to 30% at S5) allows investment into Sub-DPS stats while maintaining the 170 SPD threshold. Inflicts 24% DEF reduction on every attack for 2 turns — with Cipher's high action frequency and FUAs, this has near-100% uptime. Unlike Resolution, it can reapply the debuff each action, making it far superior for Acheron teams. Universally strong enough to benefit other characters.
- Resolution Shines As Pearls of Sweat: Best accessible alternative. Provides 16% DEF shred at S5 but cannot reapply if the debuff is already active, making it weaker for Acheron debuff stacking compared to the signature. Lacks the SPD% boost, requiring more Speed investment on relics and reducing room for personal damage stats. Needs 67% Effect Hit Rate for consistent application vs the signature's 39% requirement.
- Holiday Thermae Escapade: Event LC that boosts Cipher's personal DMG dealt and applies a Vulnerability debuff (up to 16% at S5) on attack. The Vulnerability stacks additively with Cipher's passive 40% aura rather than multiplicatively, offering diminishing returns. Improves personal damage output but provides less team utility than Resolution's DEF shred.
- Boundless Choreo: Provides CRIT Rate and up to 48% CRIT DMG bonus at S5 against Slowed or DEF-reduced enemies. Conditionally strong for Cipher's personal FUA damage when the team can maintain DEF reduction (her own signature or skill). Drops off significantly without a consistent DEF reduction source and is outclassed by Resolution for team utility.
Cipher FAQ
Who works best with Cipher in HSR?
Cipher's best team options include Acheron, Archer, Hysilens. StarGuide rates teammates by role and composition fit so the recommendation reflects how the character is actually played.
What relics should Cipher use?
Cipher's recommended relic setup is Warrior Goddess of Sun and Thunder + Messenger Traversing Hackerspace with Lushaka, the Sunken Seas, with stat targets around SPD 170+, Effect Hit Rate 39% (signature) or 67% (Resolution), CRIT Rate 100% in-combat.
What is the best light cone for Cipher?
Lies Dance on the Breeze is the top listed light cone for Cipher. Signature LC.
How should I invest in Cipher?
Cipher's first listed investment priority is E1. Amplifies the signature tally mechanic by 50% (recorded DMG becomes 150% of original) and meaningfully improves personal Follow-up damage via 80% ATK self-buff. First meaningful stopping point.
Important Notes
- 170 SPD threshold is mandatory — below this, tally gain rate halves and CRIT Rate drops 50%. Build Speed first before any other offensive stat.
- Auto play severely limits Cipher's value — using Ultimate on cooldown wastes stored tally on overkill. Manual timing to save the nuke for high-HP targets or boss phases is essential.
- Ultimate timing is critical: holding the tally to transfer wave-damage into a boss nuke is the primary source of efficiency. Using it immediately on trash waves discards most of the stored value.
- Signature LC required for optimal Acheron pairings — Resolution cannot reapply its DEF shred debuff if already active, reducing Slashed Dream stack generation significantly.
- Recording is capped at enemy Max HP per target — infinite damage storage against a single enemy is not possible. The tally resets to zero after every Ultimate use.
